  • Dave Orman Headshot

    Dave Orman

    NECA

    Dave Orman is the Midwest Field Representative serving the snow belt states of Minnesota, North Dakota, South Dakota, and Wisconsin. Until July of 2023, Dave was the Chapter Executive of the Twin Ports Arrowhead Chapter in Duluth, Minnesota. Among other responsibilities, he is lucky enough to be facilitator for PEER Group 3, otherwise known as the Bull Run PEER Group. Prior to joining NECA, Dave was an entrepreneur and business owner. 

  • David started with NECA in 1988 as a Staff Associate. He worked as an Assistant Manager in the Central Indiana Chapter. Following his tenure in Central Indiana, David managed the North and Northeast Texas Chapters. He then became a Field Representative for the Midwest Office. He returned to merge the two Texas Chapters in the late 90’s. He moved to Minneapolis in 2011 where he served as the Chapter Manager of the Minneapolis Chapter until January of 2024 when he joined the Western Region Field Staff. He currently is the Field Representative for the Southern California Chapters, Southern Nevada, and Hawaii.

  • Landers started his career as an Apprentice in the Montgomery Electrical JATC, completing the program in 1992. In 1994, after working in the field as a Journeyman Inside Wireman, Landers became an Assistant Business Manager at IBEW Local Union 443, based in Montgomery, Alabama. During this time, he also served as the Training Director and instructed apprentices for the Montgomery Electrical JATC. In 1999, he became the Business Manager/Financial Secretary, serving two terms before starting at the local NECA Chapter. He also served as a trustee on the multi-employer plans covered by the CBA during this period.
    In 2005, Landers served as the Executive Director of the Gulf Coast Chapter, NECA, working as the Executive Secretary for the Board of Directors. The Chapter consists of six divisions across the states of Alabama, Florida, and Mississippi. He also served as a trustee on two health plans and three pension plans.
    Landers joined NECA’s National Staff in January of 2022, serving as a Field Representative for District 3 in the Southern Region. In March of 2023, NECA named Tracy Landers as Labor Relations Specialist then Executive Director of Industrial Relations & Workforce Development shortly thereafter where he also served as a Trustee for the IBEW-NECA electrical training Alliance.
    January of 2024 Landers returned to the position and duties of Field Representative in District 3.

    Tom Lipka

    NECA

    Tom Lipka is an Eastern Region Field Representative serving seven chapters throughout Ohio and Pennsylvania in District 2.  Tom began his Field Representative position in March of 2024.  Prior to taking the Field Representative position Tom worked five and a half years as the Chapter Manager of the Mahoning Valley Chapter in Ohio.  Before joining NECA, Tom was an attorney for 24 years practicing business litigation and labor law.
